Typical job duties & responsibilities: The project controls manager is responsible for the staffing and execution of the project controls activities (cost / estimating and scheduling) on a given project or project groupings, interfacing with other sections of the Corporate Services Construction groups and the customer as required. Oversight of the Cost / Estimating and Scheduling personnel to ensure compliance with the prescribed procedures and exercise sound decision making processes to support the project while ensuring that the proper controls are followed to lead to a healthy project, escalating issues in a timely manner to allow management actions. Ensure that the Project Controls staff collects and transmits historical data to support Benchmarking efforts

Minimum Experience: 10+ years of large-scale, multi-discipline capital project control experience within engineering and/or construction organizations. Micro-electronic / wafer fab experience preferable.

Specific R&R
Site Project Controls Manager
· Responsible for all aspects of project controls for all projects in a given geography (with the exception of specific major programs which have dedicated Project Controls Managers)
· Work with project management and procurement personnel to develop overall program execution plan; present and review same with local and corporate CSC and customer management; implement agreed strategies
· Jointly responsible with the Site M&O manager for the Site Capital Team. Specific PCM responsibility for commitment, expenditure and invoice processing activities on projects.
· Source, hire, and perform annual personnel appraisal etc. for all Company site project controls personnel. Note that for critical hires, this sourcing activity will be shared with the Chiefs, and that the Chiefs will be involved in the annual performance review process.
· Serve as the PCM interface with all site/project stakeholders including customers, project management, procurement, etc. Delegate to specific project controls personnel as appropriate.
· Review backlog of site projects and assign necessary planning, estimating and cost engineering resources to support same. Develop and execute staffing plan associated with the above functions.
· Work with site procurement and project management personnel to develop appropriate project execution plans for site projects
· Plan, review and approve various CPA funding requests for miscellaneous site projects (CPAs prepared by Site PMs and site cost engineers, under Site PCM direction)
· Provide day-to-day technical and managerial direction to site planner/schedulers, lead QS/estimators and senior cost engineers / analysts, and Capital Team Supervisor, aligned with their roles and responsibilities.
· Review and approve detailed project schedules, estimates and cost reports, monthly commitment, expenditure and liability forecasts, etc., prepared by site project controls group
· Review and approves CCOS, BCOS and CPA amendments prepared by site project controls group
· Work with regional PCMs and Chiefs to identify project controls BKMs and drive site consistency in application of corporate standard processes and procedures
· Conduct monthly reviews of all projects on site. Assist in the resolution of any disagreement between individual project controls professionals and their respective project managers. Elevate issues to regional PCM as necessary.
· Work with Operational Audit to schedule periodic audits of miscellaneous site projects; implement suggested improvements as necessary
· Work with the FMS and CSC Ops partners in the review and approval of individual project contracting strategy proposals.
· Ensure appropriate project documentation is maintained, to be used to defend against potential claims
· Ensure that project cost and schedule data are appropriately archived to allow the population of corporate cost and schedule databases.
