Description
Work assignments involve gathering information, identifying and analyzing issues, and developing recommendations to resolve problems or improve the effectiveness of the Emergency Management (EM) program.  During this process, focus must be maintained on inter-organizational cooperation to ensure an integrated interaction process that meets Company requirements.    Occasionally, research, development and testing of new processes and products may also be required.
Major Duties:
--Develop, revise, update and coordinate distribution of the Site Emergency Plan (E-Plan) and Site Response and Escalation Guide (REG) in accordance with the requirements of the Corporate Specifications and the needs of Company.
--Develop, monitor, and evaluate Company priorities, goals, and objectives relating to EM functions.  Evaluate and ensure the ability of the site to implement disaster response and assistance programs in compliance with applicable laws, regulations, and policies.
--Receive direction and guidance from the Corporate Emergency Manager, and complete web-based monthly updates in a timely manner.  Interface with Corporate Risk Management when required.
--Monitor potential and developing emergencies or disasters to advise senior management.  Coordinate with  local governments on requests for assistance from local communities during emergencies or disasters.  Ensure senior management is consulted regarding appropriate action and assistance.
--Coordinate and assist in the conduct of site drills and assessments.  Identify corrective actions following these activities.  Assign and track completion of Actions Required (AR¿s) and evaluate effectiveness of corrective actions.
--Conduct briefings for managers, supervisors and councils as required.  Ensure minutes are recorded and published, and track AR¿s as required.
--Analyze the support requirements for personnel and equipment during disaster/emergency operations by applying expert knowledge of disasters, responses, decontamination procedures, and HAZMAT operations.  Notify appropriate outside agencies and prepare, distribute and submit required reports. 
--Identify onsite and offsite training needs and provide or arrange for training as required.  Develop training programs for the Emergency Operations Center (EOC) staff.  Analyze results and make adjustments or improvements as required.
--Update local fire and rescue services on critical site layout points.
--Other duties assigned by the Site Security Manager.
Qualifications
Critical Skills and work knowledge required:
--Sufficient verbal and writing English ability to conduct daily business in all aspect.
--Emergency response and business recovery strategy and implementation.
--Training development and implementation.
--Performing and documenting risk assessments.
--Skills sufficient to effectively manage and establish administrative policies and procedures as applicable to the operation of the organization.
--Skills in applying analytical, interpretative, and evaluative methods and techniques to measure and improve program effectiveness or productivity.
--Ability to interact with customers and clients to interpret complex information or provide technical guidance.
 
Education & Experience:
Bachelor's Degree / 6+ years of relevant experience or
Master's Degree / 4+ years of relevant experience
 
Education and experience can be weighed independently by the hiring manager and/ or HR.

Job Description:
Provide Facilities engineering leadership to the site organizations in support of Safety, Reliability, Quality, Environmental and Cost objectives.
Responsibilities include:
Owning safety within area of influence;
ensuring systems operate reliably to avoid manufacturing/facility (or operations) impacts by meeting uptime goals;
overlooking projects to meet design criteria, scope, budget, and schedule;
oversight of planning, design, reconfiguration, construction, maintenance, and modifications to equipment, machinery,
facilities systems, buildings, and structures as required to support business requirements;
delivering operational efficiency, maintenance, testing and commissioning solutions;
effective collaboration with construction and operations teams to coordinate work in the field;
identify and implement opportunities to achieve lowest cost of ownership to key stakeholders while maintaining reliability. Results are delivered through the application of engineering skills and tools;
systematic problem solving; statistical validation of system performance;
collaboration with the Site Facility management team, suppliers, key stakeholders and through in-depth understanding of the operating systems to determine and ensure compliance to existing standards, specifications, building codes, and processes.
 
Qualification:
Good communication skills both in English and mandarin.
Bachelor &above degree with 5-8 yrs related working experience in semiconductor area.
