Role/Responsibilities
Our team develops and customizes credit decisioning and monitoring solutions that are used by leading financial institutions around the world.
The core product design and engineering team are located in Shenzhen, China. They are part of a globally distributed team that includes business domain experts, technical architecture, product implementation teams, sales and marketing. The core team are supported by a local project management team that are part of a global Project Management Office (PMO) whose portfolio includes both product development and product implementation projects. Product implementation projects require varying degrees of customization.
 
The Program Manager is responsible for providing leadership with respect to the project management function in the Shenzhen office and is also responsible for providing thought-leadership with respect to Software Quality Assurance (※SQA§), which is defined as ※the means of monitoring the software engineering processes and methods used to ensure quality§.
 
Specifically, the Program Manager is responsible for:
﹞ People Management 每 People management of the Shenzhen project management team. This includes, but is not limited to, career development
﹞ Resource Management 每 Managing the processes that ensure optimal utilization of Shenzhen-based product, engineering and project management resources
﹞ Project Delivery Oversight 每 Provide oversight and support that ensures successful execution of projects assigned to the team. This includes projects that support the current suite of products, projects that support client-driven customizations, and projects that support the development of next generation products.
﹞ Process Improvement 每 Design and execute a strategy for continuous process improvement whose goals include accelerating the development and delivery of high quality solutions
﹞ Process Compliance 每 Design and execute a strategy for ensuring compliance with departmental, business line, company and regulatory standards
﹞ Process Leadership 每 Advise and coach product development, customization and client-facing teams on process improvement and compliance
As a senior member of the Shenzhen leadership team, the Program Manager is expected to help lead and contribute to the development of the Shenzhen development center.
 
Qualifications
﹞ A degree in Computer Science / IT / Engineering or other relevant discipline
﹞ Six Sigma or other relevant process improvement certification
﹞ Relevant program and project management certification such as PMP® or PRINCE2®
﹞ An advanced business degree such as MBA is a plus
﹞ Minimum of 15 years* software development and implementation experience
﹞ Minimum of 10 years* experience in Program and Project Manager roles
﹞ Experience with both waterfall and agile development methodologies
Expertise
﹞ Track record of successful and timely delivery of complex software development projects
﹞ Track record of helping projects meet aggressive timescales, while ensuring that high levels of quality are maintained.
﹞ Experience in planning complex multidisciplinary projects in a global and multicultural organization.
﹞ Extensive project management experience, ideally within a financial institution or financial software organization
﹞ Fundamental understanding of project management best practices and demonstrated experience working with waterfall, iterative and agile methodologies.
﹞ Experience managing and developing a project management team
﹞ Proven problem solving skills in a technical environment
﹞ Experience developing and managing software development and delivery process improvement programs
﹞ Clear written and verbal communication skills with an ability to communicate complex business and technical concepts to a senior audience.
﹞ Proven relationship-building skills required in order to create, maintain and enhance relationships within the team, to build consensus and drive projects forward
﹞ Experience managing budgets and forecasts
﹞ Ability to quickly and effectively adjust priorities and plans in response to changing objectives and/or impediments
﹞ Fluency in both Mandarin and English is essential
 
Department/Team
The Credit Assessment and Origination (※CAO§) organization develops, customizes and implements software products that help financial institutions optimize credit decisioning and monitoring processes. The Program Manager is a member of the leadership team that are accountable for developing and evolving solutions that meet or exceed client expectations.
 
Product development and customization projects are staffed by product, engineering and project management staff that are sometimes supported by partners. Collaboration with advisory, services, engineering, project management, sales and marketing staff in other offices is common.
